One of the integrated transponders don't work

One of the integrated transponders don't work
I purchased the two key set for my 2002 ford ranger for $20. I had them cut locally which was $25 per key. Then when I went to program them only one of the keys was not able to be programmed. The transponder must be bad or possibly the wrong one for my vehicle even though the other one worked fine. So now I am left with one functioning key and an expensive door only key. I don't want to return my defective key because I've already had to pay $25 to have it cut and likewise its not usable to anyone else. Is it possible to get a new transponder? or replacement key to swap out the transponder? It looks like it could be swapped out.
